Mayor Bill Johnston called the regularly scheduled meeting to order for the Town of Churchbridge Council at 7:00 P.M. on Monday, April 12, 2021.
The council began by reviewing the agenda before Councillor N. Thies made a motion to accept the amended agenda; motion carried.
The minutes of the March 22, 2021 council meeting were reviewed before Councillor Gallant made a motion to accept the minutes as reviewed; motion carried.
REPORTS
Councillor Gallant spoke about Environmental Development and the possibility of doing composting at the landfill; the bags used need to be compostable and the land will need to be levelled.
Mayor Johnston attended the Churchbridge Business Association meeting; they are hopeful to still have June Daze this year. There will also be an information sign erected by the rest stop or the coin monument; CBA (Churchbridge Business Association) will be donating $1500 towards this. There is an Economic Development Committee being set up and the Churchbridge Credit Union is willing to join.
Recreation and Culture were next with Councillor Antosh-Cusitar. She attended the rink board meeting and reported that all of the board has resigned except for the President who will remain on the board for 1 more year; all other board positions will need volunteers and tenders will be put out for the kitchen and Zamboni.
Councillor Gosselin met with the library board. He informed the council as to what was going on with the library board and informed the council about the walking path as well.
Administrator Report
Administrative Assistant Cindy Buchberger gave the report in the absence of the CAO. Buchberger reviewed the report with the council before Councillor Gosselin made a motion to accept the reports as reviewed; motion carried. Councillor R. Thies made a motion to acknowledge National Volunteer week; motion carried.
OLD BUSINESS
The council reviewed Borrowing Bylaw Landfill 2021-001. Councillor Vaughan made a suggestion that the Borrowing Bylaw be shown with a debt limit be present before passing this bylaw.
The Fire Department Fire Ban protocol was reviewed next. Councillor Antosh-Cusitar made a motion to allow the fire chief to install a fire ban; motion carried.
Canada Restart Funding was discussed before Councillor N. Thies made a resolution to accept the funding as reviewed: motion carried.
Standing Committees were next to be discussed. The council reviewed the list of standing committees before accepting the list which Mayor Johnston had provided with a motion by Councillor N. Thies; motion carried.
Bylaw Enforcement was discussed. The council will be going with a Bylaw Enforcement Committee which will include the Mayor and two councillors, N. Thies and Antosh-Cusitar. Councillor Antosh-Cusitar made a motion to try the Bylaw Enforcement Committee for a period of 1 year; motion carried with opposition by Councillor Gallant.
Councillor Vaugh has a gift of several coins he is donating to the town.
CORRESPONDENCE
Sask. Rural Crime Watch membership was the only correspondence received by the town. The town is being asked to join the Sask Rural Crime Watch with a $50 membership fee. Councillor Vaughan made a motion to join the Sask. Rural Crime Watch; motion carried. Councillor R. Thies made the motion to file the correspondence; motion carried.
ACCOUNTS
The council reviewed the List of Accounts for Approval before Councillor Gallant made a motion to accept the List of Accounts as reviewed: motion carried.
NEW BUSINESS
The Recycling Bylaw 2021-002 was first to be discussed under new business. The council members reviewed the bylaw before Mayor Johnston made a motion to change the bylaw fees to reflect the current costs; motion carried.
Pool Business was next on the agenda. The pool manager position was suggested by the pool committee. Councillor Gosselin made a motion to accept this suggestion; motion carried. Councillor Gosselin made a motion to accept the pool committee’s recommendation for pool staff; motion carried.
The 2021 budget was next with Councillor N. Thies making a motion to accept “option 1“ and accept the proposed budget. Councillor Vaughan was uncomfortable as he had not seen a final budget until tonight; motion carried.
The Draft Financial Statements were reviewed next.
The Mill Rate for 2021 was next discussed and will increase from 7.5 to 7.7. N. Thies made the motion to accept; motion carried.
Base Tax 2021 rate was next to be discussed; it too will increase by $25 from $950 to $975, with a motion by Councillor Gallant; motion carried.
The library board 2021 was discussed next, Councillor Gosselin made the motion to accept the library board as reviewed; motion carried.
Councillor N. Thies made a motion to acknowledge National Public works; motion carried. Councillor R. Thies made a motion to write a letter of support to the Saskatchewan Watershed Association.
SaskPower will be changing out a power pole and transformer. Councillor Gallant made a motion to allow this pole change by SaskPower; motion carried.
Councillor N. Thies made the motion to go in camera; motion carried.
