Churchbridge Council holds Special Meeting

At 7 P.M. on Monday, July 6, 2020 Mayor Gallant called the Special Council Meeting to order in Churchbridge with a quorum present. Things began with a discussion on lot sizes and what would be good for the new Cedar Cres. development.

At 7 P.M. on Monday, July 6, 2020 Mayor Gallant called the Special Council Meeting to order in Churchbridge with a quorum present. 

Things began with a discussion on lot sizes and what would be good for the new Cedar Cres. development. It was decided to make the lots with a 70-foot frontage on the west side of Cedar Crescent and 100 foot lots on the north and east side of the Cedar Crescent. There will be 3 manholes and a fire hydrant in this new development along with water and sewer serviced lots. It will cost $550 per lot for surveying. Councilor Melnyk made a motion to get the lots surveyed which was carried.

Carrying on ,the council discussed the draft financial statement. A resolution was made by Councilor Soltys to accept the draft which was carried. 

Administrator Paridaen asked if the council wanted to hire another summer student. A motion was made by Councillor Larson and carried.

Hiring extra staff for the pool was discussed next as well as a price update. Councilor Thies made a motion that they accepted the prorated rates of, Child/Senior $64.00, Adult $77.00 and $160.00 for a Family Season Pass; carried. 

The boiler for the pool is broken and the town is waiting for a quote.

Nuisance Bylaw change was discussed next. The conversation revolved around a procedural change of how long before the town goes in and cuts the long grass; it was decided the town will leave the bylaw as is since it is following legislation.

The fireworks bylaw/policy was discussed next. The town decided not to have a fireworks bylaw but information will be added to the fire pit bylaw regarding fire fans. 

The sidewalk tender was next on the discussion list. The firm who won the tender backed out and it was decided the contract will be re-tendered.

The reverse osmosis (RO) system has run into electrical issues and the council was presented with two options. Option 1 was to add a transformer to the existing system.Unfortunately, this transformer system is becoming obsolete and part availability may become an issue. Option 2 is to replace the motor control system as well as get a new pump and receptacle. A motion was made by Councilor Larson to follow Option 2 which was carried.

Next, the council talked about a Traffic Safety Fund grant. This grant will be used to purchase two traffic mobile lights. These lights will help keep town maintenance staff safe by alerting drivers that they are working on an area ahead. A motion was made by Councilor Soltys to apply for the grant which was carried, It was noted these two mobile traffic lights cost $35,400.

Building permit #485 would like to add a loft to a garage building permit. A motion to amend the building permit was made by Councilor Melnyk and carried. 

The council next discussed Lot Transfer Taxes for a lot on Rankin Road. Councilor Craig made the motion to allow half base tax for the year as the transfer of ownership was made part-way through the year; this motion was carried. 

The council went in-camera, to discuss a personal concern.
